Bring a photo that is too small up to a form's minimum, like 20 KB, without going over the maximum.
Why a file can be too small
Some forms reject photos below a minimum, often 10 or 20 KB, to avoid unreadable images. Tiny or heavily compressed photos fall under it.
How it grows honestly
The photo is saved at a higher quality first, then enlarged a little only if needed. No junk data is added, so the file stays a normal, valid image.
Questions
Will it go over the maximum?
No. Set both the minimum and the maximum and the result lands in between.
Is a bigger file better quality?
Only a little: it can't add detail that isn't there. For a sharper result, start from the original photo.
