US visa refuses a photo above 240 KB. Phone photos are usually 2–5 MB, so compress it to around 192 KB rather than right at the limit.
The US visa photo should be 600 × 600 px. A photo in a different shape gets squashed or refused, so crop it to that shape before shrinking; the tool above does both.
US visa wants a plain white or light background. A coloured wall, curtain or room behind you can get the photo rejected at verification, weeks later. Turn on White background and it's replaced for you.
The US visa portal takes JPG files. iPhone photos are HEIC and screenshots are PNG, and renaming a file to .jpg doesn't convert it. Drop the original into the tool: it always saves a genuine JPG.
US visa asks for the photo as a JPG: 600 × 600 px · up to 240 KB · white background. Square, 600 × 600 to 1200 × 1200 px, colour, taken in the last 6 months, no glasses.

The DS-160 photo must be square, 600 × 600 up to 1200 × 1200 pixels, under 240 KB, taken in the last six months, with no glasses and no filters. The State Department's photo tool rejects anything else.
